Yale Engineering ranked #1 in 1996-2000 citation impact

According to the Institute for Scientific Information, ISI, Yale Engineering is #1 in citation impact among the top 100 federally-funded U.S. universities that published more than 300 papers in 1996-2000  (the ISI report measures research quality rather than quantity). In ISI-indexed journals, Yale published 321 papers that were cited 1,395 times, an average of 4.35 times per paper. Here are the universities with the most citations per paper:
